The Secretary of Agriculture and the Secretary of the Interior may create a sustained-yield unit of federally managed forest land when they judge a town or towns depend mostly on selling timber or forest products and regular sale rules won’t keep the community stable. They can draw the unit’s boundaries and sell timber and other forest products from it to responsible local buyers without competitive bidding, at prices at least equal to appraised value, and with any conditions they think are needed.
