Creates the National Forest Foundation, a charitable nonprofit based in the District of Columbia. The Foundation must accept and manage private gifts of money or property to help or work with the Forest Service. It must carry out activities that advance the purposes of the National Forest System and follow approved forest plans. It must also provide and promote education, technical help, and other support for Forest Service programs, such as multiple use, research, and cooperative forestry. The Foundation must not take part in political campaigns for any candidate. Directors, officers, and employees must not join in decisions that affect their own money or the interests of any company or group where they are an officer, director, trustee, or have a financial stake.
