Title 16 › Chapter CHAPTER 3B— - SOIL CONSERVATION › § 590a
The Secretary of Agriculture must lead and coordinate efforts to stop soil and moisture loss on farms, grazing lands, and forests because that loss threatens the nation's welfare. The goals are to protect soil, water, and related resources; improve soil and water quality; prevent floods and damage to reservoirs and waterways; keep rivers and harbors navigable; protect public health and public lands; and help reduce unemployment. To do this the Secretary may: (1) study erosion, publish results, and run demonstration projects; (2) carry out prevention measures like engineering, farming methods, planting, or land‑use changes; (3) work with or provide aid to agencies, governments, or people under agreed conditions; and (4) acquire land or land rights by purchase, gift, condemnation, or other means when needed.
