Congress may provide whatever money is needed to carry out these programs. Money set aside to grow or buy nursery stock, whether kept by a federal agency or passed to cooperating States, can be spent for no more than three fiscal years. A "Conservation Technical Assistance Fund" is created in the U.S. Treasury and run by the Secretary of Agriculture. It will get fees collected under section 590c(4), plus late payments, interest, and amounts allowed under 31 U.S.C. 3717. Money in the Fund can be spent only if Congress approves it in advance, must pay costs under this chapter, and stays available until spent.
