The Secretary can make cooperative agreements with the Department of Agriculture or other Federal or State agencies the President finds useful. These agreements let those agencies help study, build, operate, and maintain projects covered by this subchapter. An agreement with the Department of Agriculture can say that the Secretary of Agriculture will sign the repayment contracts required by section 590z–2, collect repayments, and handle other project administration after the Secretary of the Interior says the project is ready. It can also let USDA take over collections and admin duties later, stop water to anyone more than twelve months behind on a land contract under section 590z–3(a), and combine a repayment contract and a land contract for the same land into one document. The Secretary of Agriculture may carry out these duties.
