The Secretary must make States that sell electronic stamps give buyers a real, physical stamp. The stamp must be delivered by the same date the electronic stamp expires under section 7(c). How the stamp is delivered is decided by the State and the Secretary. States in the pilot must collect and send to the Secretary each buyer’s first and last name, full mailing address, the stamp’s face value, and the federal part of any fee. That information must be sent for each month’s sales by the 15th day of the subsequent month unless the Secretary’s approved application says otherwise. The rule does not cover the State’s share of any fee under subsection (c). States may charge a reasonable fee to cover issuing and delivery costs, may replace lost or damaged stamps, and may not force someone to buy a State hunting license to get an electronic stamp.
