Defines key words used in the chapter. "Caribbean" includes Puerto Rico and the United States Virgin Islands. "Conservation" means actions to restore neotropical migratory bird species so enough birds live in the wild for the species to survive long term; it covers protection and management of birds, caring for and restoring habitat, research and monitoring, law enforcement, and community outreach and education. "Fund" means the Neotropical Migratory Bird Conservation Fund set up under section 6108(a). "Secretary" means the Secretary of the Interior.
