Routine giving or changing of an organizational camp special use permit does not have to follow the National Environmental Policy Act of 1969. This only applies when the change will not alter the land, activities, facilities, or program, and one of these is true: control of the permit holder changed; a new permit replaces an expired one; or the change is only administrative (for example, changing the land‑use fee or switching to a new form) or adds mandatory environmental rules or makes the permit follow current law.
