Money set aside to run and care for wildlife refuges under the Interior Department can be used to buy and ship supplies from Department supply depots. Supplies may be sold at cost to specific projects, and funds can be moved so the project using them pays. Leftover depot stock may be used in later fiscal years, and purchases can't be made just to inflate inventory beyond reasonable current needs.
