Even if rules in chapter 63 of title 31 would limit it, the Secretary can make agreements or contracts to manage fees. These deals can let the other party earn a reasonable commission, get paid back, or take a discount. The Secretary may make such agreements with government or non‑government groups (including groups in nearby "gateway" communities) to collect and process fees and handle visitor reservations, or to provide emergency medical services. For law enforcement, the Secretary may only make agreements with government bodies. A State or local government that signs one of these agreements can get a share of the money collected at the site, as the agreement says. The Secretary must consider any county proposal to provide these services. If the Secretary says no, the county must be told in writing with the reasons. The agreements can also include joint site planning and management terms.
