Defines key words used in the chapter. "Federal land" is land managed by a federal land management agency. "Federal land management agency" means one of these six agencies: the Bureau of Reclamation; the National Park Service; the Bureau of Land Management; the United States Fish and Wildlife Service; the Forest Service; and the Corps of Engineers. "Road or trail" is any road or trail that one or more of the Secretaries has designated for public use. "Secretaries" means the Secretary of Agriculture (acting through the Chief of the Forest Service), the Secretary of the Interior, and the Secretary of the Army (acting through the Assistant Secretary of the Army for Civil Works).
