Defines key words used in the chapter. Federal fishing restriction means an area where a federal land or water management agency stops or limits some or all fishing. Federal land or water management agency covers five agencies: the Bureau of Reclamation, the National Park Service, the Bureau of Land Management, the United States Fish and Wildlife Service, and the Forest Service. Federal waterway means waters managed by one or more of the Secretaries. Federal waterway restriction means a limit on using or entering those waters applied by the Secretaries under law. Secretaries means the Secretary of Agriculture (acting through the Chief of the Forest Service) and the Secretary of the Interior. State means each State, the District of Columbia, and each U.S. territory.
