Captains of commercial fishing boats from countries fishing under the Western and Central Pacific Fisheries Convention who do not have vessel-tracking systems that can contact U.S. enforcement must, before or as soon as possible after entering or passing through the Exclusive Economic Zone seaward of Hawaii and U.S. Pacific commonwealths, territories, and possessions, notify the United States Coast Guard or the National Marine Fisheries Service Office of Law Enforcement of the vessel’s name, flag state, location, route, destination, and how it will enter U.S. waters, keep all fishing gear stowed below deck or otherwise away from its normal fishing spot and not readily available, and, if an enforcement officer asks, go to a specified place for a vessel inspection.
