The Secretary, with the Secretary of State, must try in negotiations to protect U.S. fishermen from disadvantages and to increase chances for U.S. boats to fish on the Convention area's high seas, while accepting science-based limits if needed to meet Article 2. The Secretary must also prevent forced transfers of U.S. fishing capacity, rights, or vessels unless voluntary and market-based, and make conservation measures consider U.S. traditional fishing patterns and needs.
