The Secretary of the Interior can take whatever steps and spend money needed to get clear ownership of lands bought under section 691. That can include buying option agreements and paying for finding, inspecting, and surveying the land, but no payment for any land can be made until the Attorney General approves the title. The United States can still acquire land even if it has rights-of-way, easements, or reservations, as long as the Secretary believes those do not interfere with the land’s use under section 691a.
