The Secretary must pay 25% of the net money from leases of Klamath Project reserved federal lands inside the official boundaries of the Lower Klamath and Tule Lake National Wildlife Refuges. Payments are made each full fiscal year after September 2, 1964, under rules the Secretary sets. County shares are split by how much refuge acreage is in each county, but no county may get more than 50% of the average per-acre tax on similar private land as set by the Secretary. Payments cannot reduce amounts owed to the Tulelake Irrigation District or the Klamath Drainage District. Net revenues must be used first to pay or credit amounts already promised to the Tulelake Irrigation District, next to pay $197,315 to the Klamath Drainage District, and then to pay the counties.
