Authorizes the Secretary of the Interior to acquire land or land interests in townships 65 and 66 south, ranges 28, 29, and 30 east in Monroe County, Florida, by purchase, lease, exchange, or donation (including donated funds) when the land is suitable to protect key deer and other wildlife. The Secretary may trade non‑Federal land there for federally owned Florida land he finds suitable; the values must be roughly equal or made equal by cash paid to the owner or to the government. Land within a 1,000‑foot zone on each side of U.S. Highway 1 in Monroe County may not be taken by condemnation for the refuge.
