The map in section 698 marks the Big Thicket National Preserve. The Secretary must manage it as part of the National Park System to protect its natural and ecological integrity forever under sections 698 to 698e and the Act of August 25, 1916. The Secretary must limit building of roads, campgrounds, housing, and similar facilities. He must also create and publish rules in the Federal Register to control uses like motorized vehicles, oil, gas and other mineral work, new construction, grazing and farming, and any other activities he finds need limits. Hunting, fishing, and trapping are allowed under U.S. and State of Texas law, but the Secretary may set zones or times where no hunting, fishing, trapping, or entry is allowed for safety, protection, management, or public enjoyment. Except in emergencies, those limits can be put in place only after he consults the Texas agency that oversees those activities.
