The Secretary, working with the Secretary of State, must appoint four people to be the United States members of the joint management committee. They must know about the offshore whiting resource. One appointee must be a National Oceanic and Atmospheric Administration official, one must be a Pacific Fishery Management Council member (the Council’s recommendation should be considered), one must come from a list provided by treaty Indian tribes with whiting fishing rights, and one must come from the commercial whiting fishing industry. Each member serves up to 4 years. At the start, two members serve 2-year terms. If someone leaves early, their replacement serves the rest of that term. Terms can be shortened so no more than two terms end in the same year. Members can be reappointed. The chair position rotates each year among the four unless all agree otherwise; the first rotation order is chosen by lot. The Secretary, with the Secretary of State, may also name alternates who may act with full authority when a regular member is absent.
