Summary

The Secretary, after talking with the Secretary of State, must appoint between 6 and 12 people to the advisory panel. Appointees must know about offshore whiting — things like harvesting, processing, marketing, management, conservation, or research — and they cannot be U.S. government employees. Each member serves for up to 4 years and can be reappointed. If someone is picked to fill a vacancy, they only serve the rest of that term.
