Creates a seven-member Migratory Bird Conservation Commission to review and approve places of land or water that the Secretary of the Interior recommends buying or renting for bird conservation. The Secretary of the Interior is the chair. The group also includes the EPA Administrator, the Secretary of Agriculture, two Senators chosen by the President of the Senate, and two Representatives chosen by the Speaker. The commission sets the price and must approve any purchase or rental before it happens. A Representative who is reelected may keep serving even if a Congress ends. Any vacancy is filled the same way as the first appointment. For questions about land in a State, the State’s chief game officer or, if there is none, the governor (or their representative) joins the commission for that State. “Purchase or rental” also covers buying or renting any interest in the land or water.
