Each year the Secretary can run a contest for elementary and secondary students to send in art about saving migratory birds. The Secretary picks winning designs and can license and sell those designs as stamps called Junior Duck Stamps. Money raised from licensing and selling the designs stays available to the Secretary until spent, without needing extra appropriations, and can only be used for program purposes such as awards, prizes, and scholarships for winning or top designs; support for schools, students, and teachers to teach conservation; ceremonies and travel to honor national and State winners; costs to license and promote the designs; and reference materials, supplies, and educational or marketing materials for the Program.
