Title 16 › Chapter CHAPTER 9— - FISH AND WILDLIFE SERVICE › § 742c–1
Put the money in the Fisheries Loan Fund into U.S. government securities. The Secretary of Commerce must invest all of it, except the cash needed right now for loans or for running the program. Earnings from those investments must, if Congress provides money in advance, be used first to pay the Commerce Department’s debt under section 53723 of title 46 for fisheries financing. After that debt is paid, and if Congress provides money in advance, the earnings must go to the fisheries part of the Federal Ship Financing Fund under section 1102 of the Merchant Marine Act, 1936, to be used for the fisheries purposes in chapter 537 of title 46.
