Money for breeding and releasing food fish must not be spent in a State if the Secretary of the Interior decides the State does not have adequate fish-protection laws. The money also cannot be used where the U.S. Fish and Wildlife Service director and their agents are not given full, free access to carry out fish-raising and any related fishing work when and how they think is necessary.
