The Secretary of State and the Administrator of the U.S. Agency for International Development may create and run programs in focus countries, following the recommendations in the strategic plan required by section 7631(a)(2) of this title. These programs can include clear, measurable goals to strengthen wildlife law enforcement and customs and border security officers. They may also work with other U.S. agencies, nongovernmental and international partners, and local communities and governments in focus countries — including support for Wildlife Enforcement Networks — to better understand and fight the transnational trade in illegal wildlife.
