The Secretary can work with other U.S. agencies, public or private groups at home or abroad, and, through the Secretary of State, with officials of countries in the South Pacific Fishery Resources Convention to carry out the Convention’s work. Federal agencies can help when asked by providing scientific programs, staff, and facilities. The Secretary or the Commission can run or allow fishing and biological experiments for scientific study and do other duties under the Convention. This law does not change any State’s authority in the U.S. territorial sea.
