Federal departments and agencies must, under their missions, certain Executive Orders, and the law, work to expand and improve hunting, fishing, and recreational shooting on Federal land. They must do this in consultation with the Wildlife and Hunting Heritage Conservation Council, the Sport Fishing and Boating Partnership Council, State and Tribal fish and wildlife agencies, and the public. Agencies must also protect and improve aquatic systems, game species, and their habitats on Federal land, including by allowing hunting and fishing, while respecting State wildlife authority and private property rights. They must include hunting, fishing, and shooting opportunities when they make land, resource, and travel plans. “Fishing” in this title does not mean commercial fishing where fish are caught to be sold.
