Certain U.S. officials must work with priority flag states and key countries in priority regions. These officials include the Secretary of State, the head of USAID, the Secretary of the department that oversees the Coast Guard when it is not under the Navy, the Secretary of Commerce, and other federal agency leaders when needed. They must help those countries learn about U.S. seafood transparency and traceability standards for imports. They must also help seafood businesses by sharing information and training so they can meet those standards, including catch documentation and trade-tracking programs used by regional fisheries groups. Finally, they must help governments, industry, and civil society build and run traceability systems that deter illegal, unreported, and unregulated fishing, improve fisheries management, and boost awareness of maritime activity.
