Anyone applying for a license must give the commission maps, plans, specifications, and cost estimates that clearly show the proposed project. If the commission approves those maps and plans, they become part of the license and cannot be changed unless the commission approves the changes. The applicant must also provide proof that they follow the state laws where the project will be about riverbeds and banks, taking and using water for power, and the right to do the power and related business. The commission can ask for any other information it needs. When filing an application (except for a license under section 808), the applicant must try in good faith to notify by certified mail each person listed as an owner of property inside the project area and any federal, state, municipal, or local government agency likely to be interested or affected.
