When power crosses state lines or goes to another country, the prices charged and the service given by the licensee, its subsidiaries, or anyone who buys the power to resell for public use must be fair, reasonable, and not favor some customers over others. Unfair or discriminatory prices or services are banned and illegal. If the states involved do not have an authority to enforce these rules, or the states cannot agree on services, prices, or what securities may be issued, the commission may step in. The commission can act on a complaint by an injured person, at a state’s request, or on its own. It can set and control the interstate services, rates, and securities. Securities may only be issued to honestly finance and run the business. The commission must follow the procedures in subtitle IV of title 49, and parties get the same hearing and review rights as railroad companies. When valuing property for rates, no value above that allowed in section 807 may be claimed, but costs for building locks or other required work must be included, and no value may be claimed for rights the commission or this chapter grants.
