License holders may sign power-sale contracts that extend past the end of their license when doing so is needed for the public good. Those contracts must be approved by the commission and the state authority, or by the commission alone if the state has no such authority. If the old license is not renewed, the United States or a new licensee must take over and carry out those contracts.
