Top federal science leaders — the Director, the NOAA assistant administrator, the EPA assistant administrator, and the USGS director — working with the Forest Service, Bureau of Land Management, and other agencies, can give scientific and technical help to Partnerships, people running fish habitat projects, and the Board. That help can include helping states, tribes, regions, towns, and nonprofit groups create and run Partnerships; helping with habitat surveys, planning, and picking priorities; supporting high‑priority conservation projects; advising on science‑based monitoring and a national habitat assessment; supplying experts to evaluate and report results; and providing funds or resources so state agencies can offer technical help.
