Protects electric utilities and people in the Pacific Northwest who, as of August 8, 2005, held firm transmission rights either by contract or because they owned transmission lines. "Electric utility or person" here means someone who met that August 8, 2005 test and was located in the Pacific Northwest (see section 839a) or in the part of a State included in the geographic area proposed for a regional transmission organization in Commission Docket Number RT01-35 when that docket opened. Stops the Commission from forcing those utilities or people to change those firm transmission rights into tradable or financial rights, including any firm rights they get by using contract or tariff options tied to those rights.
