Summary

The Commission must form regional joint boards to study "security constrained economic dispatch" and will choose which regions each board covers. It will ask each state to name a representative and will appoint one of its commissioners to chair each board. Each board only studies how that operating mode affects reliability and costs and makes recommendations. Within 1 year after August 8, 2005, the Commission must send a report to Congress with the boards' recommendations and may combine recommendations from more than one board, including any joint suggestions for changes to laws or rules.
