§825 Accounts and records

Summary

Require licensees and public utilities to make and keep the records the Commission says are needed. That includes records about making, moving, delivering, or selling electric energy, the services or equipment used, and the money in and out. The Commission can set the account system, put companies into groups, and tell where specific costs or receipts must be recorded. If the Commission questions an entry, the person who made or approved it must prove it is correct. The Commission can hold off on applying a charge or credit until it gets satisfactory proof. Give the Commission the right to inspect those books and papers at any time. Companies must provide information, copies of maps or contracts, and let Commission agents see their property and records when asked. Commission staff must keep what they learn confidential unless the Commission or a court says otherwise. Records of any parent or controlling company that relate to the utility’s business must also be available for inspection.
