Licensees and public utilities must file yearly and other reports the Commission says are needed. The Commission decides the form and can ask specific questions. Reports can include financial details (assets, debts, capitalization, investments, receipts, interest, depreciation, reserves), costs and operations (project and facility costs, maintenance, renewals, and the generation, transmission, distribution, delivery, use, and sale of electricity). They must keep methods to figure these costs now. Reports must be sworn unless the Commission allows otherwise. It is illegal to purposely block, delay, or interfere with making, filing, or keeping any required records or reports.
