People, utilities, or government bodies may petition the Commission if a licensee or utility breaks the rules in this chapter. The petition must briefly say the facts. The Commission will send the complaint to the accused, who must fix the problem or reply in writing within a reasonable time. If the accused does not fix it or there is reason to investigate, the Commission must look into the matter in whatever way it finds proper.
