The Commission may hold hearings itself, before one or more of its members, or before a person it picks to act for it, and it must keep records. Using its own rules, the Commission can let states, state agencies, cities, representatives of consumers or investors, competitors, or other interested people join the case. All hearings and investigations must follow the Commission’s rules for procedure. They do not have to follow strict courtroom evidence rules, and any informal steps or the way testimony is taken will not cancel a decision, order, rule, or regulation the Commission issues.
