Share and sell surplus power from Muscle Shoals fairly among nearby States, counties, and towns, as practical. Make the projects mainly to help people in the region, especially homes and rural customers. Selling to industry is secondary and only to raise use and income so home and rural rates stay as low as possible and encourage more local electricity use. The Government must also use Muscle Shoals as needed to improve, increase, and lower the cost of making fertilizer and its ingredients under this chapter.
