Congress allows whatever money is needed from the Treasury to carry out the Act, and that money must be repaid as the Act requires. Money collected under section 4 goes into the General Treasury as miscellaneous receipts. When the Secretary asks for and gets appropriated funds, the Treasury records those amounts as debits in a special Columbia Basin Land Development Account. The receipts from section 4 are then credited to that account. After the credits equal the debits plus interest at 3 percent per year from the dates of the debits, the Secretary will make further credits in that account as he decides, and those credits will be used to offset the construction cost obligations of any district that has a repayment contract.
