Reclamation projects in the Pacific Northwest that get money from the Federal Columbia River power system must be paid only from that system’s net revenues. Their building must be timed so that this help, plus help for earlier projects, does not raise the rates or charges of the Bonneville Power Administration. Total help for all irrigation projects in the region must not average more than $30,000,000 a year over any 20-year period. Any studies about these reclamation projects must follow the rules in sections 835j to 835m. “Net revenues” means the money left after repaying all power-related costs (including buying power) and repaying power-to-irrigation assistance authorized before September 7, 1966.
