The Secretary of Energy, through the Administrator, must run and keep up the Federal transmission system in the Pacific Northwest and may build needed improvements, additions, or replacements to move power from generators, serve the Administrator’s customers, add interregional links, and keep the system stable and reliable. The Administrator may not build outside the region except for customer service facilities within 75 airline miles for a distribution cooperative that has no generators and serves both inside and outside the region. Major new transmission projects in the Pacific Northwest cannot begin unless Congress specifically approves the initial funding.
