An agreement must be made between the Secretary, the Chief of the Forest Service, and the Secretary of Commerce to help build broadband at developed recreation sites on Federal lands and waters. That work depends on available funding and must follow other laws. Within three years after January 4, 2025, and then each year through fiscal year 2031, they must publish a list of the highest‑priority developed recreation sites that lack broadband. The list must, when possible, give cost estimates to equip and to operate the service, note likely barriers, and suggest ways to recover operating costs. Priority goes to sites blocked by geography, sites with too few nearby year‑round residents despite heavy seasonal or daily visits, and sites in economically distressed counties that could gain from outdoor recreation.
