Require the Secretaries to try to add and improve parking for people visiting federal recreation lands and waters. They must follow existing laws and land plans, keep added maintenance low, and not harm wildlife habitat that is critical to the managing agency. To increase spaces beyond those that existed on January 4, 2025, they may use public‑private partnerships on non‑Federal land, make agreements with State, Tribal, or local governments to use non‑Federal land or resources, or provide alternative transportation. Require the Secretaries to try to make restrooms work better, be cleaner, and be more available. They may partner with State, Tribal, and local governments and volunteer groups. Not later than 2 years after January 4, 2025, they must send Congress a report that explains restroom maintenance challenges, describes current restroom conditions and how they affect visitors, and offers policy ideas or partnership models to improve restrooms.
