Require park and federal land managers to post on their agency website when visitor-use days for outfitters and guides are available to be assigned. The website information must be kept up to date, and the agency must offer an email signup so people can get notices about available special recreation permits or commercial use authorizations for outfitting and guiding (including notices under section 6802(h)(1)). The posting rule does not apply when renewing an existing permit, or when issuing a new permit to someone who bought a business that already had a permit, and it does not stop the Secretary from issuing new permits or adding uses to existing permits. When the Secretary gets a complete application or proposal for a special recreation permit under section 6802(h)(1), the Secretary must acknowledge it within 60 days and either make a final decision or tell the applicant when a final decision is expected. The rule does not apply to National Park Service concession contracts for lodging, facilities, or services.
