Summary

The Secretary must evaluate the pilot after consulting state wildlife agencies and duck-stamp experts to see if it made issuing migratory-bird hunting and conservation stamps cheaper and easier. The review must cover four things: availability, whether it helped states meet customer service goals, the usefulness of physical stamps for conservation, and retail supply. The Secretary must report the findings to Congress.
