Money can be taken from the U.S. Treasury, as needed, to carry out the convention and the related rules. That money can pay the United States’ share of any joint Commission expenses agreed with other governments and it can pay for the U.S. Commissioner and the Commissioner’s staff. Staff costs include pay and personnel expenses in Washington, D.C. and elsewhere (even if they normally would be limited by civil‑service rules), travel costs (even if they normally follow certain travel rules), transportation and communications, office rent, printing, contracted services, supplies, equipment, and the purchase, rental, operation, upkeep, and repair of aircraft, motor vehicles (including passenger vehicles), boats, and research vessels.
