Money from the U.S. Treasury can be provided as needed to carry out each convention and the rules in this chapter. The funds may pay the U.S. share of joint commission costs and the expenses of U.S. commissioners and their staff (including personal services in Washington, D.C., and elsewhere). They can also pay travel, printing, contracted stenographic and other services, and the buying, hiring, operating, maintaining, and repairing of aircraft, motor vehicles, boats, and research vessels, even if the usual federal travel, printing, or contracting rules are not followed.
