Money may be provided as needed for fiscal years 1992 through 2002 to carry out the Treaty and this chapter. For those years, up to $350,000 a year can go to the Department of Commerce for administrative costs, and up to $50,000 a year can go to the Department of State for administrative costs. Money for the Treaty can be spent even if the Foreign Assistance Act of 1961 or any appropriations law would otherwise limit cash transfer aid in a way that conflicts with the Treaty.
