Second-, third-, or fourth-class mail that has extra unauthorized writing or printing cannot be mailed unless first-class postage is paid, minus any stamps already on it, or an authorized Postal Service officer waives the fee. Knowingly hiding higher-class matter in lower-class mail and sending it at the lower rate must be fined.
